1.3 billion people in china, and they can't find a single little girl who is both cute and can sing.

That depends on their infrastructure. If they keep good records, they should easily be able to narrow it down to chinese girls between 2 ages. If they attend school, they can pull school pictures to compare how cute the girls look. So far it can be automated except for the qualitative comparison.

Judging by the name of the song, I'm guessing she sang/sung in English. So they can further narrow it down by who speaks English well. Or teach them to sing phonetically. They can require (or simply offer as an opportunity) singing contests and quickly flag who can and cannot sing.

In order to find the prettiest girl in a certain age group who sings, you have to look at every girl (skipping those who either are too old/young) and index her by a objective measure of how pretty she looks and how well she sings. (So now you have pairs of numbers that you can plot) And then you determine the optimal combination (is it more important that she sings well or that she's pretty?) and figure out who's willing to sing in front of billions of people for free. If those who are willing do not meet the minimum requirements, you can offer some compensation—and you have to index that too.

It's a complicated process fraught with inconsistencies and points of human judgment.

Instead of ranking each variable, use a boolean for some minimal "acceptable" level for all but 1. Decide which are the most important, aka must have in order to be considered at all (by the sounds of it, cuteness + age). So use that as a boolean, and initially flag the group of girls who fit that requirement. Now you have a list of cute little girls whom you wouldn't mind using. Now rank their voices and use whoever has the best rank.

They could have just scrapped the singing rofl. i'm guessing she didn't sing for the whole 4 hour opening.
