There are long-term problems with state budgets that a return to economic growth won’t solve. Health-care costs and pension obligations are projected to grow at rates that look to be completely unsustainable, unless something is done. But so far, many states aren’t doing much to deal with their fundamental problems. Instead they’re building budgets on tricks – selling off assets, creative accounting – and fictions, like assuming that pension fund investments will produce much higher gains than anyone should reasonably expect.

State and local (not to mention the federal) governments write their budgets in ways that would land corporate executives in prison. And worse, the (I know this is tired) debt obligations being left to future generations is beyond immoral.

Like Bill Gates laments, education will suffer the most—indeed, for decades it already has: and a lot of it is a financial problem. The largely unspoken truth is the union problem (such as we see in Wisconsin): teachers who unionize, see themselves as some sort of Marxist underbelly-workers' movement, and demand more for doing less. But I digress.

Local budgets, mostly due to health care/retirement obligations, are wholly unsustainable and it's already coming to a head. And very, very few are actively pressing the issue of entitlement reform (and look what happens when they do—ahem, Wisconsin).
